The results of the Kompas Research and Development Survey suggest that the three parties that won seats in the DPR during the 2019-2024 General Election (Pemilu), must be wary of the parliamentary threshold or parliamentary threshold, for the upcoming elections.
The three are the Prosperous Justice Party (PKS), the National Mandate Party (PAN), and the United Development Party (PPP). The electability of the three parties was below four percent in the Kompas R&D survey in May 2023, with a research margin of error of ± 2.83 percent.
In the survey that was held April 29-May 10 2023, PKS electability was at 3.8 percent. This figure is down compared to January which was at 4.8 percent.
Then, PAN's electability rose from 1.6 percent in January 2023 to 3.2 percent this May. Meanwhile, PPP electability was at 2.9 percent, up 0.4 percent from 2.3 percent last January.
In this survey, 1,200 respondents were randomly selected using a stratified systematic sampling method in 38 provinces.
This method was used with a confidence level of 95 percent and a research margin of error of ± 2.83 percent under simple random sampling conditions. However, errors beyond sample selection are possible.
For information, the parliamentary threshold is the minimum requirement for obtaining votes so that a political party can be included in determining seats in the People's Representative Council (DPR) and the Regional Representative Council (DPRD).
The parliamentary threshold rules were also enforced in the 2019 elections, and are listed in Articles 414 and 415 of Law Number 7 of 2017.
The law stipulates that a political party must obtain at least 4 percent of the national vote to be able to obtain seats in the DPR.
This rule applies nationally so that parties that pass the threshold of the national parliament automatically qualify to enter the regional parliament. Meanwhile, parties that do not pass the threshold for the national parliament do not qualify for the district/city DPRD.

Survei Litbang "Kompas": PKS, PAN, dan PPP Harus Waspadai "Parliamentary Threshold"
Hasil Survei Litbang Kompas mengemukakan, tiga partai yang saat Pemilihan Umum (Pemilu) 2019-2024 mendapatkan kursi di DPR, harus mewaspadai ambang batas parlemen atau parliamentary threshold, untuk pemilu mendatang.
Ketiganya adalah Partai Keadilan Sejahtera (PKS), Partai Amanat Nasional (PAN), dan Partai Persatuan Pembangunan (PPP). Elektabilitas ketiga partai tersebut berada di bawah empat persen dalam survei Litbang Kompas pada Mei 2023, dengan margin error penelitian ± 2,83 persen
Dalam survei yang digelar pada 29 April-10 Mei 2023 ini, elektabilitas PKS berada di angka 3,8 persen. Angka ini turun dibandingkan bulan Januari yang berada di angka 4,8 persen.
Kemudian, elektabilitas PAN naik dari 1,6 persen pada Januari 2023 menjadi 3,2 persen pada Mei ini. Sementara elektabilitas PPP berada di angka 2,9 persen, naik 0,4 persen dari 2,3 persen pada Januari lalu.
Dalam survei ini, sebanyak 1.200 responden dipilih secara acak menggunakan metode pencuplikan sistematis bertingkat di 38 provinsi.
Metode ini digunakan dengan pada tingkat kepercayaan 95 persen dan margin of error penelitian ± 2,83 persen dalam kondisi penarikan sampel acak sederhana. Meskipun demikian, kesalahan di luar pemilihan sampel dimungkinkan terjadi.
Sebagai informasi, parliamentary threshold adalah syarat minimal perolehan suara agar sebuah partai politik bisa diikutkan dalam penentuan kursi di Dewan Perwakilan Rakyat (DPR) dan Dewan Perwakilan Daerah (DPRD).
Aturan parliamentary threshold juga diberlakukan pada pemilu 2019, dan tercantum dalam Pasal 414 dan 415 Undang-Undang Nomor 7 Tahun Tahun 2017.
Dalam UU itu ditetapkan sebuah parpol harus memperoleh suara sekurang-kurangnya 4 persen dari jumlah suara nasional untuk bisa memperoleh kursi di DPR.
Aturan itu berlaku secara nasional sehingga partai yang lolos ambang batas parlemen nasional secara otomatis lolos masuk parlemen daerah. Sedangkan partai yang tidak lolos ambang batas parlemen nasional, tidak lolos untuk DPRD kabupaten/kota.
