PDIP Brings Up IMB Era of Anies about the Plumpang Fire Land, Laughs NasDem
PDIP DKI Jakarta brought up the building permit (IMB) from the era of former Governor of DKI Jakarta Anies Baswedan regarding the settlements affected by the fire at the Pertamina Plumpang Depot, Koja, North Jakarta. The NasDem party believes that the address is wrong if PDIP asks Anies to take responsibility for the fire.
"From the start it was known that the Pertamina Plumpang Depot could not be occupied at a certain distance. The land belongs to PT Pertamina which is occupied by residents, but Anies when he was governor was given a building permit, which is clearly against regulations," said DKI Jakarta DPRD Commission B member F-PDIP Gilbert Simanjuntak in his written statement, Saturday(3/3/2023).
According to Gilbert, residents around the Pertamina Plumpang Depot should have been relocated for security and safety. However, based on records, Anies issued an IMB in the Tanah Merah settlement, Rawabadak, North Jakarta, in 2021.
"Currently, with the victims of the fire, residents should be relocated to avoid a recurring disaster in the future," said the Head of the Jakarta PDIP Education and Training Center.
The IMB issued during the Anies era, said Gilbert, was to fulfill Anies' campaign promise during the 2017 DKI Jakarta gubernatorial election. Meanwhile, on the other hand, the IMB was deemed to have violated the rules.
"The building permit issued by Anies while in office made matters more complicated because he seemed more concerned with being elected governor with a campaign promise even though he had to break the rules. This mistake should not be repeated," said Gilbert.
Contacted separately, NasDem Party Deputy Secretary General Hermawi Taslim was surprised that the permit issued by Anies was linked to the fire at the Plumpang depot. According to him, Anies has completely taken responsibility for his position in Jakarta.
"Ha-ha-ha... legally, Anies has been held accountable for his work during his tenure as governor," said Hermawi.
Instead, Hermawi encouraged PDIP to ask the Chairman of the DPRD DKI Jakarta, Prasetio Edi Marsudi, who is a PDIP cadre. From the questions to DPRD DKI, it is assessed that there is or is not the root of the problem.
"PDIP should ask this to the chairman of the DPRD DKI who is a PDIP cadre. Are there any special notes on the Plumpang Depo? If there isn't, it means Anies is clear, he can no longer be prosecuted for anything," he said.
Another way, according to Hermawi, is to call the Acting Governor of DKI Jakarta Heru Budi Hartono to ask about the fire at the Plumpang Depot which has affected residents' settlements. NasDem most likely supports the move.
"On the other hand, if PDIP really wants to carry out an investigation and legal process for the incident, PDIP can order its faction in the DPRD to summon and hold the current Acting Governor accountable," said Hermawi.
"If this is done by the PDIP DPRD DKI faction, the NasDem Fraction will seriously consider supporting this step," he added.
PDIP Ungkit IMB Era Anies soal Lahan Kebakaran Plumpang, NasDem Tertawa
PDIP DKI Jakarta mengungkit izin mendirikan bangunan (IMB) era eks Gubernur DKI Jakarta Anies Baswedan terkait permukiman yang terdampak kebakaran Depo Pertamina Plumpang, Koja, Jakarta Utara. Partai NasDem menilai salah alamat jika PDIP meminta Anies ikut tanggung jawab terkait kebakaran tersebut.
"Sejak awal sudah diketahui bahwa Depo Pertamina Plumpang tidak boleh ditempati dengan jarak tertentu. Lahan tersebut adalah milik PT Pertamina yang ditempati warga, akan tetapi oleh Anies sewaktu menjabat gubernur diberi izin mendirikan bangunan, yang jelas bertentangan dengan peraturan," kata anggota Komisi B DPRD DKI Jakarta F-PDIP Gilbert Simanjuntak dalam keterangan tertulisnya, Sabtu (3/3/2023).
Seharusnya, menurut Gilbert, warga sekitar Depo Pertamina Plumpang direlokasi untuk keamanan dan keselamatan. Namun, berdasarkan catatan, Anies mengeluarkan IMB di permukiman Tanah Merah, Rawabadak, Jakut, pada 2021.
"Saat ini dengan adanya korban kebakaran, sepatutnya warga direlokasi agar terhindar dari musibah yang berulang di kemudian hari," ujar Kepala Badiklatda PDIP DKI itu.
IMB yang dikeluarkan era Anies, kata Gilbert, untuk memenuhi janji kampanye Anies saat Pilgub DKI Jakarta 2017. Sementara di sisi lain IMB dinilai menabrak aturan.
"Izin mendirikan bangunan yang dikeluarkan Anies sewaktu menjabat membuat persoalan bertambah rumit karena terlihat lebih mementingkan terpilih jadi gubernur dengan janji kampanye walau harus menabrak aturan. Kesalahan ini tidak sepatutnya berulang," ucap Gilbert.
Dihubungi terpisah, Wasekjen Partai NasDem Hermawi Taslim heran IMB yang dikeluarkan Anies dikaitkan dengan kebakaran Depo Plumpang. Menurutnya, Anies sudah tuntas mempertanggungjawabkan jabatannya di Jakarta.
"Ha-ha-ha... secara hukum Anies kan sudah mempertanggungjawabkan kerjaan selama masa jabatannya sebagai gubernur," ujar Hermawi.
Hermawi justru mendorong PDIP untuk bertanya kepada Ketua DPRD DKI Jakarta Prasetio Edi Marsudi, yang merupakan kader PDIP. Dari pertanyaan ke DPRD DKI dinilai dapat ditemukan ada atau tidaknya pangkal permasalahan.
"Sebaiknya PDIP menanyakan hal tersebut kepada Ketua DPRD DKI yang adalah kader PDIP. Apakah ada catatan khusus atas Depo Plumpang? Kalau tidak ada, berarti Anies clear, sudah tidak bisa dituntut apa pun," ucapnya.
Cara lain, menurut Hermawi, adalah memanggil Pj Gubernur DKI Jakarta Heru Budi Hartono untuk ditanyakan perihal kebakaran Depo Plumpang yang berdampak pada permukiman warga. NasDem kemungkinan besar mendukung langkah tersebut.
"Sebaliknya, jika PDIP sungguh-sungguh ingin melakukan investigasi dan proses hukum atas peristiwa tersebut, PDIP bisa memerintahkan fraksinya di DPRD untuk memanggil dan meminta pertanggungjawaban PJ Gubernur yang sekarang," sebut Hermawi.
"Kalau hal itu dilakukan oleh Fraksi PDIP DPRD DKI, Fraksi NasDem mempertimbangkan dengan sungguh-sungguh untuk mendukung langkah tersebut," imbuhnya.
