The BLBI Task Force is Pursuing the Debts of Suharto's Children, from Tommy to Tutut



The sons and daughters of the 2nd President of the Republic of Indonesia, Soeharto, were entangled in debt cases to the state. The debt is related to Bank Indonesia Liquidity Assistance (BLBI) funds that were received in 1997-1998. 

The Ministry of Finance disclosed the names of the children of the 2nd President of the Republic of Indonesia, Suharto, who still have debts to the state. Anyone? 

1. Suharto asked
The BLBI Task Force has summoned Siti Hardijanti Rukmana (Tutut Suharto) regarding the unpaid state debt of Rp. 700 billion. The summons was only attended by his attorney. 

The Director General of State Assets at the Ministry of Finance, Rionald Silaban, said that in relation to the meeting, no agreement had been found for debt repayment. 

"We have summoned (Tutut Suharto), whose attorney came. (The result) has not been an agreement," said Rio in a media briefing at his office, Central Jakarta, Tuesday (20/6/2023) yesterday. 

Companies that still have debts to the state and are affiliated with Tutut Suharto are PT Citra Bhakti Margatama Persada, PT Citra Mataram Satriamarga Persada, and PT Marga Nurindo Bhakti. 

"I don't remember the details (amount of debt) because there are also US dollars, a total of around Rp. 700 billion," said Rio. 

Rio said that Tutut Suharto did not provide any guarantees to the state so that the government could not confiscate assets to fulfill debt repayments. Therefore, other related assets are being investigated. 

"These three companies have no guarantees. (Other assets) are being investigated. Like other debtors whose other assets we see, we will also see. We don't have much time," he said. 

2. Tommy Suharto
Hutomo Mandala Putra alias Tommy Suharto is recorded as still in debt to the state of IDR 2,612,287,348,912.95 or IDR 2.61 trillion. Assets related to him were also confiscated because there was no good will from him to pay off the BLBI debt. 

In the near future the BLBI Task Force will re-auction the assets of PT Timor Putra Nasional (TPN) belonging to Tommy Soeharto which have been confiscated by the state. The assets had previously been auctioned three times, but there were always no takers (TAP). 

Rio said that Tommy Suharto's assets would be re-auctioned at a lower price than before. Unfortunately, it is not known when it will be implemented. 

"(Tommy Suharto's assets) will be auctioned again. Of course, later the assessment will look at the results of the previous auction, adjustments will be made so that they can be sold," said Rio who is also the Head of the BLBI Task Force. 

Previously, the last auction for Tommy Suharto's assets was held on June 17 2022. The government has lowered the limit value or minimum price for finished goods to IDR 2.06 trillion, from the first auction value of IDR 2.425 trillion and the second IDR 2.15 trillion. Likewise, the amount of the security deposit was set to be Rp. 420 billion, from Rp. 1 trillion previously in the first auction and Rp. 430.2 billion in the second auction. 

Under these conditions it is recognized that it is not easy to find a buyer who is willing to spend money at such a cost. For this reason, the BLBI Task Force will conduct a re-auction at a lower price. 

Rio indicated that the re-auction of Tommy Suharto's assets would still be carried out in a combined manner consisting of 4 plots of land, namely SHGB No.3/Kamojing covering an area of ​​518,870 m2 on behalf of PT Timor Industri Components in Kamojing Village, SHGB No.4/Kamojing covering an area of ​​530,125,526 m2 on the name of PT KIA Timor Motors inKamojing Village, SHGB No 5/Cikampek Pusaka covering an area of ​​100,985.15 m2 on behalf of PT KIA Timor Motors in Cikampek Pusaka Village, and SHGB No. 22/Kalihurip with an area of ​​98,896,700 m2 on behalf of PT KIA Timor Motors in Kalihurip Village. 

"If for example we separate the letters, we have to break them up and it will take time. So we will try to do another auction by adjusting the price," said Rio. 



Satgas BLBI Kejar Utang Anak-anak Soeharto, dari Tommy Sampai Tutut

Putra-putri Presiden ke-2 RI Soeharto terbelit kasus utang kepada negara. Utang tersebut terkait dana Bantuan Likuiditas Bank Indonesia (BLBI) yang pernah diterima pada 1997-1998 silam.

Kementerian Keuangan buka-bukaan nama-nama anak Presiden ke-2 RI Soeharto yang masih memiliki utang kepada negara. Siapa saja?

1. Tutut Soeharto
Satgas BLBI sudah memanggil Siti Hardijanti Rukmana (Tutut Soeharto) terkait piutang negara Rp 700-an miliar yang belum dibayar. Pemanggilan hanya dihadiri oleh kuasa hukumnya.

Direktur Jenderal Kekayaan Negara Kementerian Keuangan Rionald Silaban mengatakan terkait pertemuan tersebut belum ditemukan kesepakatan untuk pembayaran utang.

"Kita sudah lakukan pemanggilan (ke Tutut Soeharto), yang datang kuasa hukum. (Hasilnya) belum ada kesepakatan," kata Rio dalam media briefing di kantornya, Jakarta Pusat, Selasa (20/6/2023) kemarin.

Perusahaan yang masih memiliki utang ke negara dan terafiliasi dengan Tutut Soeharto adalah PT Citra Bhakti Margatama Persada, PT Citra Mataram Satriamarga Persada, dan PT Marga Nurindo Bhakti.

"Aku nggak ingat detail (jumlah utangnya) karena ada dolar AS juga, totalnya sekitar Rp 700-an miliar," tutur Rio.

Rio menyebut pihak Tutut Soeharto tidak memberikan jaminan apapun ke negara sehingga pemerintah tidak bisa melakukan penyitaan aset dalam memenuhi pelunasan utangnya. Oleh karena itu, harta kekayaan lain yang berkaitan sedang ditelusuri.

"Tiga perusahaan ini tidak ada jaminan. (Harta kekayaan lain) sedang ditelusuri. Sebagaimana debitur lain yang harta kekayaan lainnya kita lihat, kita juga akan lihat. Waktu kita kan nggak banyak," ucapnya.

2. Tommy Soeharto
Hutomo Mandala Putra alias Tommy Soeharto tercatat masih berutang kepada negara sebesar Rp 2.612.287.348.912,95 atau Rp 2,61 triliun. Aset yang berkaitan dengannya pun disita karena belum ada itikad baik darinya untuk melunasi utang BLBI.

Dalam waktu dekat Satgas BLBI akan melelang ulang aset PT Timor Putra Nasional (TPN) milik Tommy Soeharto yang telah disita negara. Aset tersebut sebelumnya sudah dilelang tiga kali, tetapi selalu tak ada peminat (TAP).

Rio mengatakan aset Tommy Soeharto akan dilelang ulang dengan harga lebih murah dari sebelumnya. Sayangnya belum diketahui kapan waktu pelaksanaannya.

"(Aset Tommy Soeharto) akan kita lakukan lelang lagi. Tentu nanti penilaiannya akan melihat dari hasil lelang sebelumnya, dilakukan adjustment sehingga bisa laku," kata Rio yang juga sebagai Ketua Satgas BLBI.

Sebelumnya lelang terakhir aset Tommy Soeharto dilakukan pada 17 Juni 2022. Pemerintah sudah menurunkan nilai limit atau harga minimal barang jadi Rp 2,06 triliun, dari nilai lelang pertama yang sebesar Rp 2,425 triliun dan kedua Rp 2,15 triliun. Begitu juga dengan besaran uang jaminan yang ditetapkan jadi Rp 420 miliar, dari yang sebelumnya pada lelang pertama Rp 1 triliun dan lelang kedua Rp 430,2 miliar.

Dalam kondisi seperti ini diakui tidak mudah mendapatkan pembeli yang mau mengeluarkan uang dengan biaya sebesar itu. Untuk itu, Satgas BLBI akan melakukan lelang ulang dengan harga yang lebih rendah.

Rio mengisyaratkan pelelangan ulang aset Tommy Soeharto akan tetap dilakukan secara gabungan yang terdiri dari 4 bidang tanah yakni SHGB No.3/Kamojing seluas 518.870 m2 atas nama PT Timor Industri Komponen di Desa Kamojing, SHGB No.4/Kamojing seluas 530.125,526 m2 atas nama PT KIA Timor Motors di Desa Kamojing, SHGB No 5/Cikampek Pusaka seluas 100.985,15 m2 atas nama PT KIA Timor Motors di Desa Cikampek Pusaka, serta SHGB No. 22/Kalihurip seluas 98.896,700 m2 atas nama PT KIA Timor Motors di Desa Kalihurip.

"Kalau misalnya dipisah kan suratnya harus kita pecah-pecah dan itu jadi butuh waktu. Jadi kita akan mencoba melakukan pelelangan lagi dengan melakukan adjustment terhadap harga," ucap Rio.
