TNI on Combat Alert in Papua, Komnas HAM Reminds them of the Precautionary Principle


The National Commission on Human Rights (Komnas HAM) responded to an increase in the status of TNI operations to combat alert in certain areas in Papua. 

Komnas HAM chairman Atnike Nova Sigiro said his party supports the TNI's efforts to save Susi Air pilot Philip Marthen. 

However, he asked that the TNI and Polri apparatus continue to prioritize the precautionary principle so that there would be no additional fatalities. 

"Supporting the efforts of the government, including the TNI and Polri, in rescuing Philip Marthen by continuing to prioritize the principle of caution, presumption in situations where doubts arise, and proportionality to prevent the escalation of conflict and increase in casualties," Atnike said in a statement. written statement, Tuesday (18/4/2023). 

In addition, Atnike encourages law enforcement against all parties responsible for acts of violence in Papua, including the Free Papua Organization (OPM) and TNI officers.

Komnas HAM also requested that the central and regional governments along with the TNI and Polri ensure guarantees of protection for civil society who are directly affected. 

"Invites all parties to exercise restraint in responding to the situation in Papua to prevent the conflict from escalating," he said. 

TNI Commander Admiral Yudo Margono raised the status of TNI operations in Nduga to combat alert. 

This followed the attack by the Armed Criminal Group (KKB) on 36 TNI personnel in Mugi District, Nduga Regency, Highlands Papua which resulted in the death of Private Private Miftahul Arifin, Saturday (15/4/2023). 

"We are still carrying out law enforcement operations using a soft approach, from the beginning I have said that, but of course with conditions like this, in certain areas we will change it to a combat alert operation," said the Commander in Mimika, Central Papua through a voice recording which was distributed, Tuesday ( 18/4/2023).

Komisi Nasional Hak Asasi Manusia (Komnas HAM) merespons peningkatan status operasi TNI menjadi siaga tempur di daerah tertentu di Papua.

Ketua Komnas HAM Atnike Nova Sigiro mengatakan, pihaknya mendukung upaya TNI tersebut dalam rangka menyelamatkan pilot Susi Air Philip Marthen.

Namun, dia meminta agar aparat TNI dan Polri tetap mengedepankan prinsip kehati-hatian agar tidak ada korban jiwa yang bertambah.

"Mendukung upaya pemerintah, termasuk TNI dan Polri, dalam penyelamatan Philip Marthen dengan tetap mengedepankan prinsip kehati-hatian, praduga dalam situasi di mana timbul keragu-raguan, dan proporsionalitas untuk mencegah meluasnya konflik dan bertambahnya korban jiwa," ujar Atnike dalam keterangan tertulis, Selasa (18/4/2023).

Selain itu, Atnike mendorong adanya penegakan hukum terhadap semua pihak yang bertanggung jawab dalam tindak kekerasan di Papua, termasuk Organisasi Papua Merdeka (OPM) maupun aparat TNI.

Komnas HAM juga meminta agar pemerintah pusat dan daerah beserta TNI dan Polri memastikan jaminan perlindungan kepada masyarakat sipil yang terdampak langsung.

"Mengajak semua pihak untuk menahan diri dalam merespons situasi di Papua untuk mencegah eskalasi konflik," ujar dia.

Panglima TNI Laksamana Yudo Margono meningkatkan status operasi TNI di Nduga menjadi siaga tempur.

Hal itu menyusul serangan Kelompok Kriminal Bersenjata (KKB) terhadap 36 personel TNI di Distrik Mugi, Kabupaten Nduga, Papua Pegunungan yang mengakibatkan Pratu Miftahul Arifin gugur, Sabtu (15/4/2023).

"Kita tetap melakukan operasi penegakan hukum dengan soft approach dari awal saya sudah dampaikan itu, tapi tentunya dengan kondisi seperti ini, di daerah tertentu kita ubah menjadi operasi siaga tempur," kata Panglima di Mimika, Papua Tengah melalui rekaman suara yang dibagikan, Selasa (18/4/2023).
