The case of requesting overpaid money in Balekambang Hamlet, Kandangan Village, Bawen District, Semarang Regency was triggered by a miscalculation by the Yogyakarta-Bawen toll road procurement appraisal team. 

Previously it was reported, Jumirah (63) was asked for Rp. 1 billion by the Head of Hamlet Hartomo and a resident named Naryo. Jumirah, who received Rp. 4 billion in land compensation, was asked to return Rp. 1 billion. 

Confirmed regarding this, the Head of Kandangan Village, Paryanto, said that the miscalculation occurred when verifying the plants. 

"So Jumirah's teak trees are small in size, but are put in the medium category," he explained, Wednesday (12/4/2023) when met. 

For the small category, one tree costs IDR 50,000 and a medium tree costs IDR 400,000. 

"So there is a price difference of Rp. 350,000. If you multiply the 2,298 trees and other calculations, you will receive approximately Rp. 902 million," said Paryanto. 

He admitted knowing about this incident on January 26, 2023 when he received a letter from the PPK Yogyakarta-Bawen Toll Road. 

"Informed that there was an excess, and requested that there be mediation so that the excess money was returned," he said. 

On 5 February 2023, all parties were summoned for mediation. 

"From Jumirah's side, his brother and legal adviser came. We conveyed the matter of mediation and the excess money, but there has been no common ground," he explained. 

Jumirah, said Paryanto, before the mediation took place, admitted that he had been summoned to the Kandangan Village office. Even though he only invited during mediation. 

"Even though I never invited, my basis is the notification of the mediation. But I don't know who invited Jumirah the first time," he said. 

Paryanto believes that Jumirah was not wrong in this case. 

"From the start he accepted what the toll road land acquisition team conveyed, he did not deny it and even tended to be passive. So he just accepted the nominal question submitted by the team," he said. 

Regarding the Head of Hartomo and Naryo Dus, when confirmed by Paryanto, he denied Jumirah's statement. 

"They came in the afternoon after receiving the money about the overpayment, so it had to be returned," said Paryanto. 

According to Paryanto, there was a miscommunication in this matter. 

"If everything can be found, there must be a good way out. The most important thing is communication and a good way to solve it," he hoped. 

Previously it was reported, Jumirah (63), a resident of Balekambang Hamlet, Kandangan Village, Bawen District, Semarang Regency, received toll compensation money. The total area of ​​his land affected by the construction of the toll road is approximately 3,500 square meters. 

After going through verification, Jumirah received IDR 4 billion in December 2022. 

"The money is Rp. 3 billion for land and Rp. 1 billion for teak trees," said Jumirah, Wednesday (12/4/2023). 

According to Jumirah, after receiving the money through an account, she was met by the Head of Balekambang Hartomo Hamlet and a resident named Naryo. 

"They asked for Rp. 1 billion, he said because what I received was in excess. The excess money had to be returned," he said.

Kasus permintaan uang kelebihan bayar di Dusun Balekambang Desa Kandangan Kecamatan Bawen Kabupaten Semarang dipicu kesalahan penghitungan oleh tim appraisal pengadaan jalan tol Yogyakarta-Bawen.

Sebelumnya diberitakan, Jumirah (63) diminta uang Rp 1 miliar oleh Kepala Dusun Hartomo dan warga bernama Naryo. Jumirah yang menerima uang ganti rugi lahan Rp 4 miliar, diminta mengembalikan Rp 1 miliar.

Dikonfirmasi mengenai hal ini, Kepala Desa Kandangan Paryanto mengatakan, salah perhitungan itu terjadi saat verifikasi tanaman.

"Jadi tanaman pohon jati milik Jumirah itu berukuran kecil, tapi dimasukan ke kategori sedang," jelasnya, Rabu (12/4/2023) saat ditemui.

Untuk kategori kecil, satu pohon dihargai Rp 50.000 dan pohon sedang Rp 400.000.

"Jadi ada selisih harga Rp 350.000, kalau dikalikan 2.298 pohon dan perhitungan lain, yang diterima sekira Rp 902 juta," kata Paryanto.

Dia mengaku mengetahui kejadian ini pada 26 Januari 2023 saat menerima surat dari PPK Jalan Tol Yogyakarta-Bawen.

"Menginformasikan ada kelebihan tersebut, dan meminta agar ada mediasi sehingga uang kelebihan dikembalikan," ujarnya.

Pada tanggal 5 Februari 2023, seluruh pihak dipanggil untuk mediasi.

"Dari pihak Jumirah yang datang kakak dan penasihat hukumnya. Kita sampaikan soal mediasi dan kelebihan uang tersebut, tapi belum ada titik temu," paparnya.

Jumirah, kata Paryanto, sebelum ada mediasi tersebut mengaku pernah dipanggil ke kantor Desa Kandangan. Padahal dia mengundang hanya saat mediasi.

"Padahal saya tidak pernah mengundang, dasar saya ya pemberitahuan mediasi tersebut. Tapi saya tidak tahu yang mengundang Jumirah pertama kali tersebut," kata dia.

Paryanto menilai Jumirah tidak salah dalam kasus ini.

"Sejak awal dia menerima yang disampaikan tim pengadaan tanah tol tersebut, dia tidak menyangkal dan bahkan cenderung pasif. Jadi dia menerima saja soal nominal yang disampaikan tim," ujarnya.

Soal Kadus Hartomo dan Naryo, saat dikonfirmasi oleh Paryanto menyangkal pernyataan Jumirah.

"Mereka mendatangi sore hari setelah penerimaan uang itu soal kelebihan bayar, jadi harus dikembalikan," kata Paryanto.

Menurut Paryanto, ada misskomunikasi dalam persoalan ini.

"Kalau semua bisa ditemukan, pasti ada jalan keluar yang baik. Terpenting adalah komunikasi dan cara baik untuk penyelesaian," harapnya.

Sebelumnya diberitakan, Jumirah (63) warga Dusun Balekambang Desa Kandangan Kecamatan Bawen Kabupaten Semarang, menerima uang ganti rugi tol. Total luas lahan miliknya yang terkena pembangunan jalan tol sekira 3.500 meter persegi.

Setelah melalui verifikasi, Jumirah menerima uang Rp 4 miliar pada Desember 2022.

"Uang itu Rp 3 miliar untuk lahan dan Rp 1 miliar untuk uang ganti pohon jati," kata Jumirah, Rabu (12/4/2023).

Menurut Jumirah, setelah menerima uang tersebut melalui rekening, dirinya ditemui Kepala Dusun Balekambang Hartomo dan warga bernama Naryo.

"Mereka meminta uang Rp 1 miliar, katanya karena yang saya terima kelebihan. Uang yang lebih tersebut harus dikembalikan," ujarnya.
