Makes Corruptors 'Cry Blood', This is a Leak of Jokowi's Sakti Bill

Previously, in a working meeting with Commission III of the DPR RI, Chairman of the National Coordinating Committee for the Prevention and Eradication of Money Laundering Crimes (TPPU) Mahfud MD asked for DPR support to pass the Asset Confiscation Bill.
This, according to him, is because efforts to prosecute corruption cases are currently quite difficult. Therefore, law enforcement officials need a 'weapon' to deal with corruption. To the Chairman of Commission III Bambang Pacul, Mahfud asked for support.
"Please, through Mr. Bambang Pacul (Chairman of Commission III) Sir, please support (the Draft) Asset Confiscation Law," he explained.
ICW Law and Judicial Monitoring Division Coordinator Lalola Easter Kaban said this bill actually had a draft form in 2015. This draft is strong enough to confiscate the assets of criminals who launder money, not only corruptors but including perpetrators of terrorism, narcotics, theft and embezzlement.
"Why does it need to be supported by discussion and ratification, because this bill will speed up the process of confiscating and returning assets resulting from crime, one of which is corruption. So it's not only for Corruption Eradication," said Lola.
Based on the draft that was circulated in 2015, he said the Asset Confiscation Bill could turn assets in the form of vehicles, property and other property into objects that the state can confiscate if obtained based on the proceeds of a crime or crime.
However, Lola warned, access to the latest draft had not been opened by the government so that there could be better strengthening or even widening of the weakening of the bill. Even so, Lola ensured that based on a draft in 2015, this bill would also speed up the legal process for confiscating assets resulting from a crime.

Hal senada pun diungkapkan Presiden Joko Widodo (Jokowi), orang nomor satu di RI tersebut menegaskan bahwa hal ini merupakan inisiatif dari pemerintah, dan meminta RUU tersebut agar segera diselesaikan oleh DPR.Dalam beleid yang masuk dalam Program Legislasi Nasional (Prolegnas) 2023 ini akan memperkuat pemberantasan tindak pidana korupsi atau tipikor di Tanah Air.
"Ini prosesnya sudah berjalan. Saya harapkan dengan UU perampasan aset itu dia akan memudahkan proses-proses utamanya dalam tindak pidana korupsi untuk menyelesaikan setelah terbukti karena payung hukumnya jelas," kata Jokowi saat melakukan penyerahan Bantuan Tunai Langsung (BTL), seperti dikutip Minggu (9/4/2023).
Sebelumnya, dalam rapat kerja dengan Komisi III DPR RI, Ketua Komite Koordinasi Nasional Pencegahan dan Pemberantasan Tindak Pidana Pencucian Uang (TPPU) Mahfud MD meminta dukungan DPR untuk mengesahkan RUU Perampasan Aset.
Hal ini, menurutnya, dikarenakan upaya menindak kasus korupsi saat ini cukup sulit. Oleh karena itu, aparat penegak hukum membutuhkan 'senjata' untuk mengatasi korupsi. Kepada Ketua Komisi III Bambang Pacul, Mahfud memohon dukungan.
"Tolong melalui Pak Bambang Pacul (Ketua Komisi III) Pak, (Rancangan) Undang-Undang Perampasan Aset tolong didukung," paparnya.
Koordinator Divisi Hukum dan Monitoring Peradilan ICW Lalola Easter Kaban mengatakan RUU ini sebenarnya memiliki bentuk draf pada 2015. Draf ini sudah cukup kuat untuk menyita aset-aset pelaku tindak kejahatan yang mencuci uangnya, bukan hanya koruptor tapi termasuk pelaku terorisme, narkotika, pencurian, hingga penggelapan.
"Kenapa itu perlu didukung pembahasan dan pengesahannya, karena RUU ini akan mempercepat proses perampasan dan pengembalian aset hasil tindak pidana, salah satunya korupsi. Jadi bukan hanya untuk Tipikor berlakunya," ujar Lola.
Berdasarkan draf yang sudah beredar pada 2015, dia mengatakan RUU Perampasan Aset ini bisa menjadikan aset-aset dalam bentuk kendaraan, properti, serta harta benda lainnya, menjadi objek yang mampu dirampas negara jika diperoleh berdasarkan hasil tindak pidana atau kejahatan.
Namun, Lola mengingatkan, draf terbaru belum dibuka aksesnya oleh pemerintah sehingga bisa saja terjadi penguatan lebih baik atau malah membuka lebar pelemahan terhadap RUU itu. Kendati begitu, Lola memastikan berdasarkan draf pada 2015, RUU ini turut mempercepat proses hukum perampasan aset hasil tindak pidana.
