As the world's most violent president, Bush used his power for political gain leading to violence and more violence around the world.

10. Robert Mugabe (Zimbabwe)
Elected as president of Zimbabwe, Mugabe is known to have tortured many people by branding them as troublemakers or working for his political opponents. He allowed journalists to be muzzled and rigged two elections held during his reign. Mugabe has been named one of the world's “worst dictators” in terms of human rights.
He was widely criticized for his inadequate handling of the economy, human rights violations, and his refusal to step down from office despite many calling for him to step down.
9. Bashar Al-Assad (Syria)
Known as a terrible and inconsiderate leader, Bashar Al-Assad deprived Syrians of their basic right to live a peaceful life.
He was a cruel man who used violent means to police those who did not support him.
Assad ran unopposed in the 2007 presidential election, and his secret police force (Mukhabarat) routinely kidnapped, tortured, and killed political activists who opposed him. He was a Spanish military leader who ruled as dictator of Spain from 1939 until his death.
Franco was famous for torturing his people. Apart from that, he also became the de facto guardian of the restored Kingdom of Spain which made him even worse in the eyes of the public.

6. Than Shwe (Myanmar)
Senior Burmese general Than Shwe ranks 6th on the list of the most evil rulers the world has ever seen. He has been the ruler of Burma's military junta since 1992. Shwe came to power immediately after showing how cruel he could be to the international community after the Nargis disaster hit Myanmar and he banned rescue and aid groups from reaching cyclone victims.

Also known as the Mad Queen of Madagascar. Similar to Mao Zedong of Madagascar, Queen Ranavalona I of Madagascar was responsible for the murder of over one million people.
Once Ranavalona managed to kill 10,000 people in one week. He followed a policy of isolation and cut off his country's ties with other prosperous European countries which caused great damage to his country.
During his 33-year reign, he ruled like a tyrant, while the common people often suffered from war, disease, and hard labor.
